Committees
Since the problems of the workforce can change from one type of customer or
sector of activity to another, Emploi-Québec is extending its sectoral
actions by encouraging the partners in the labour market to take their own
responsibilities.
Some sectors encounter rapid changes, requiring adaptation of skills
while other sectors must establish professional norms, promote the
recognition of skills and support the development of an ongoing training
process.
Different committees offer their contribution:
Work Force sectoral Committees
Emploi-Québec supports 26 workforce sectoral committees made up of
representatives from employers' association, businesses, unions and workers'
associations who are aware of the situation and problems in their industry
or sector of activity.
These committees are also made up of representatives from ministries and
organizations that have a sectoral vocation, that touch on the targeted
sectors.
The main mandates of these committees are to define the needs for their
own sector, to propose measures to stabilize employment and reduce
unemployment, and to develop continuing education.
These committees work within different sectors of activity
and put in place following certain criteria:
Customer Committees
Two employment integration and maintenance committees are added to the
workforce sectoral committees grappling with specific employment problems.
Advisory Committees
Some groups are particularly disadvantaged in the labour market.
Four committees work to inform Emploi-Québec about the means that
should be used to facilitate integration, reintegration and maintenance of
these people in the labour market.

Set up criteria for a sectoral workforce committee
The Commission des Partenaires du Marché du Travail (Labour-market
Partner Commission) recognises sectoral workforce committees and approves
their budget. To do so, it considers the following criteria:

Demarcation of the sector in which the committee
conducts its activities

Representativeness of the members
-
Existence of an active partnership in the sector

Willingness of the partners to work together
-
Contribution of the members to the operation of
the sectoral committee
