Emploi-Québec is an integral part of the Ministère de l'Emploi et de la Solidarité sociale its mandate is to sustain the Employment Measures and Services.To assist individuals and companies in terms of work force and jobs, as well as responding to the needs of clienteles from all regions of the province, Emploi-Québec works in association with the Commission des partenaires du marché du travail (Labour Market Partners Commission) and the regional councils of labour market partners.

Signed in 1997, the Canada-Québec Labour Market Agreement came into force on January 1, 1998. Under this agreement, Québec is responsible for active employment measures intended for employment insurance participants, as well as for certain national employment service functions available to employment insurance users. These measures and functions are funded by the Employment Insurance Account, a Government of Canada responsibility.

Emploi-Québec recognizes that jobs are essential to the financial autonomy and social integration of individuals. Thus, it vigorously takes charge of everything that the Déclaration pour l'emploi (Declaration for employment), adopted on November 1st 1996 by the partners of the Economic and Employment Summit, proclaims. A public service for employment, such is the fundamental mission of Emploi-Québec.

Emploi-Québec offers services for job placement and labour market information, as well as diversified services. The latter help employment researchers find work, or help workers preserve jobs or acquire more skills. These services include job-search help, development of the employability profile, training, apprenticeship and professional qualification, self-employment, and the reclassification of collectively licensed workers.

Businesses can enter their job offers in the Employment Bank and obtain expertise in such matters as recruitment, training, and management of human resources in view of creating, preserving jobs, or prevent layoffs. Emploi-Québec's services are also related to certain laws notably the Law favouring the development of the training of the work force (Loi favorisant le développement et la reconnaissance des compétences de la main-d'œuvre), or other measures such as the Tax Credit Refund for apprenticeships.

Emploi-Québec services can be found across the province of Québec. Services are offered in 17 regional branches often in collaboration with organizations, mainly local employment center (CLE) Ouvre dans une nouvelle fenêtre. from the same geographical area.
