Mission, Client Groups, Services

The mission of Emploi-Québec is to contribute to employment and workforce development and help fight unemployment, social exclusion and poverty to better serve economic and social development.

Emploi-Québec believes employment is the best way to reduce poverty and ensure the financial autonomy and social integration of people who are fit to work. Its actions are designed to get as many Québeckers as possible into the labour market and mobilize under-represented labour pools, develop job skills, increase workforce productivity and improve employers’ management and training practices.

Network and service access

Some 150 local employment centres (CLEs) and points of service are the doorway to Emploi-Québec. They address the needs of individuals and employers throughout Québec. The agency has 17 regional offices, which coordinate the public employment services delivered by the CLEs in their respective regions and support the regional councils of labour market partners in carrying out their mandates.

Client groups

Emploi-Québec provides services to the entire Québec workforce as well as employers, in particular:

  • people looking for work, especially those at risk of long-term unemployment;
  • workers who are in danger of losing their jobs;
  • businesses that might have to cut jobs, might not be able to create jobs, or are having trouble filling vacant positions;
  • businesses wishing to improve their human resource management or develop their employees’ skills.

Services for individuals

Basic universal services

Emploi-Québec delivers basic universal services to all client groups in partnership with labour market stakeholders. With a view to more-effective matching between labour supply and demand, the following services are offered:

  • initial interview (determination of client needs in relation to the labour market);
  • labour market information (online tools to search for occupations and training);
  • job placement (job banks and job search preparation).

Specialized services – Active employment measures

The agency provides specialized services (or active employment measures) to people facing specific problems:

  • needs analysis and individual action plan;
  • regulated vocational qualification;
  • workplace experience;
  • career counselling;
  • training activities;
  • support for young people in carrying out a personal project (Jeunes volontaires);
  • additional assistance for persons with disabilities;
  • wage subsidies to encourage hiring;
  • active job search assistance;
  • Return to Work Supplement;
  • support for self-employment;
  • internships abroad;
  • Workplace Apprenticeship Program.

Services for employers

Emploi-Québec services relating to human resource management and work organization deal with:

  • work-time management and reduction;
  • creation of advisory committees;
  • support for projects aimed at retaining or developing a skilled workforce;
  • financial assistance and technical support to encourage mobilization and cooperative initiatives, including large-scale economic projects that create jobs;
  • the Act to foster the development of manpower training, also called Loi du 1% or 1% lawin Québec(management of the Fonds national de formation de la main-d'œuvre, or FNFMO, support for sectoral workforce committees responsible for identifying the needs in their respective sectors);
  • assistance for employment integration of persons with disabilities.
